1. Summary of brief
This research is being commissioned by registered charity, Croydon Community Against Trafficking, in order to help us better understand the current wider context regarding human trafficking in Croydon so that we can develop our new strategy to take CCAT forward for the next five years.
The Trustees would like to commission some research that should cover three key objectives:
- Map the key activities and issues of human trafficking in Croydon as they are currently
- Map the agencies/authorities/charities that are currently working in this field in Croydon and the specific work they are undertaking
- Identify gaps in activity and organisations who may be open to working in partnership to fill these gaps
We would expect this research project to take approximately 3 months and to be completed by 31st July 2021 at the latest.
2. About the Project
Croydon Community Against Trafficking (CCAT) Is a grassroots charity that was formed 15 years ago. We are a voluntary coalition of people from all walks of life who work to campaign against human trafficking, oppression, and the enslavement of people that exists in our own community. We work with local, regional and national agencies and seek to respect human rights at all times.
The charitable objectives of CCAT are:
The relief of anyone who may have been the victim of the human trafficking trade, in the London Borough of Croydon and the surrounding area, and to relieve the suffering of the victims by:
- a) providing practical support and assistance via partner organisations
- b) raising awareness of human trafficking in particular the consequences for, and needs of, victims
- c) undertaking research into the causes and effects of human trafficking and disseminating the results thereof.
We have done this through 5 programmes:
- Intelligence Gathering
CCAT is unique amongst charities that fight human trafficking because we actively try and
identify victims through our intelligence gathering work.
- Schools & Education Programme
CCAT has provided workshops to secondary schools and colleges for a number of years (age
range 11-18 years). We also provide lesson plans and resources to schools to aid with
further investigation of the subject.
- Community Engagement
We provide free training sessions to community groups, local charities, businesses,
churches, forums, universities etc (basically anyone who requests it) in order to help raise
awareness and assist in the fight against human trafficking.
- Campaigning
Our Campaigns team have run many events to raise awareness including film screenings,
theatre shows, sponsored walks, music nights and question and answer sessions.
- Advocacy & Networking
CCAT is a member of key policy working groups and provides advice to other groups
embarking on similar work. We helped get the Modern Slavery Act 2015 into law and our
work has been recognised by the Anti-Slavery Commissioners Office. Additionally, we
helped set up the Prevention of Modern Slavery in Croydon (POMSIC) Working Group which
we continue to contribute toward. Whilst we do not work directly with victims, we signpost
them to local organisations who can help with needs such as healthcare and counselling etc.
We are currently undergoing development of a new strategy and operational plan, and would like to ensure that we understand the current context in Croydon and how we would be able to complement the work already happening in Croydon whilst maintaining our charitable aims.

3. The research: purpose, focus, use and audience
The purpose of the research is help us contextualise our work in light of other activity in the borough and the specific issues caused by human trafficking in Croydon. The research will be used to help CCAT develop and improve our current services and activities, to identify gaps in our provision of services to meet the needs in Croydon. The research will be used internally by CCAT trustees.

5. Budget
A maximum budget of £6,000 inclusive of VAT is available for this research.
6. What we are looking for
Submissions for selection should:
- Demonstrate a track record of carrying out successful research projects, including experience of assessing similar work
- Describe the methodology proposed for undertaking this work
- Provide a summary of a recent piece of work with details of contact names of clients who may be approached for reference
- Include CVs and biography of everyone who would be involved in this project
- Provide a breakdown of person days and costs for undertaking the research
- Provide a timetable for carrying out the work.
